To me it appears the latch is essentially completely broken off, but the picture is misleading and there could be a tiny lip that's still hooking onto the GPU's PCB. I'm willing to bet (carefully) using a small flat head screwdriver or perhaps a toothpick and pushing it between the latch and the PCB, would push it open enough and the GPU.. I went to take it out and the left side came out but the right side got stuck on the latch. I can slightly move the graphics card but not far unless I want to use a lot of force.
